[SLA-SF] Synonym for "blue ribbon panel"

Apologies for cross posting.  We are trying to find a synonym phrase for
"blue ribbon panel" and our scouring of thesauri, phrase dictionaries,
legal dictionaries both print and online have yielded nothing
satisfactory to the patron.  
 
Thanks in advance for any ideas or tips on similar phrases or other
resources to check besides thesauri, phrase dictionaries etc. are
greatly appreciated.
