Perhaps it shows that a 15 degree error isn't that important?

"A student of mine says that when he sails off the Washington coast the
maps he uses show a 5 degree offset from true north. Textbooks I've
consulted, however, show that the declination is closer to 20 degrees.
Can anyone resolve this?
