Hi Geoff,
Since many thermo experiments are done in aqueous media, such as galvanic
cells, zero celsius might be inconvenient because the experiment might freeze. In
Europe, 20 celsius is the standard temperature for themo (labs were colder
there than in the U.S.), but I don't know why 25 celsius was chosen for the U.S.
For gases maybe zero celsius was chosen because it is an easily controlable
temperature (melting ice). Don't forget that the gas rules were established
about 100 years before thermo experiments.
