If my understanding is correct, as a solution (say a salt-water solution), the ions from the salt get in between the water molecules, and do not allow the water molecules to come together and form a solid at normal temperatures. The temperature, hence the kinetic energy of the water, will need to be brought low enough to allow the water molecules to overcome the forces keeping them apart.
