Subject: coefficient of friction

hello, me again:

the saying goes that the coef of static friction is
most often greater than that of kinetic friction.
from a microscopic point of view, surface interactions
are most certainly governed by electrical force
interactions between molecules. can anyone offer up a
good explanation for the varying friction forces?
