I think you are seeing a visual representation of a beat frequency. The LED
pulses on 60 times per second (on either the positive or negative lobe of
the 60Hz sine wave). The scanning frequency of the monitor screen is
different, and so the LED appears light or dark according to its status at
the moment it is scanned by the camera.
