How accurate does he want the measurement?
I'd use my altimeter watch which is simply a barometer, but it only goes
down to 1/3 of an atmosphere.

Otherwise I'd use an aneroid pressure gauge down to 1/100 th atmosphere.

Almost any moodern digital multimeter is suitable for measuring battery
voltages.

You can get one for $15 or less at Radio Shack.
You can expect a good fraction of a volt.
To measure curreent from the weakest batteries you need an ammeter that can
measure 100 microamps or so.

although a reasonable battery will generate 10's of milliamps.
