I'd argue as to whether chemicals that inhibit reactions, such as the additives in rubber, would qualify as catalysts. That they inhibit reactions in bulk solids would imply that they are present in fairly substantial amounts, while catalysts are generally present in concentrations far lower than the reactants. I think these function more as a sort of "sunscreen" by reducing the amount of energy that reaches the bonds in the other compound, rather than increasing the activation energy of the reaction itself. Any materials science people out there want to give us a hand?
