Try cleaning your Van de Graff generator, especially the plastic
column. I just use regular dish soap. Oils from hands and dirt form
a conductive path so the dome won't hold a charge.
The other possibility is the placement of the wire mesh. Place it so
that it is near the moving belt but not touching.
If the motor is running, there isn't much else it can be.
