Subject: charge balance in the universe?

Hey, does electric charge balance, on net, in the universe? In other words, is
there an equal number of protons and electrons in the universe? (Somehow I'd
feel good about it if there is.) And what does the answer have to do with how
they formed in the "beginning"?
