I believe the 3 N solution of HCl should be mixed 1:2 to produce a 1 N
solution. 3 N means there are 3 moles of HCl per 1 Liter of solution.
To make it 1 N, you will need those same 3 moles in 3 liters of
solution. Thus, add 2 parts distilled water per every 1 part of 3 N HCl
you have.

And actually, a 1% solution means 1 gram of your salt for every 100
grams of SOLUTION, not water. The difference is probably insignificant
for solutions of low concentration (like 1%), but it definitely matters
at higher concentrations.
