So far the answers offered to Ann Doherty's question would explain why the
specific heat of most materials is lower in the solid state than in the
liquid. For example, the specific heat for the elements in the solid state
range from less than 1% to around 10% less than in the liquid state.

For water, this difference is 50% or more.

I think the main point of her question was why is it "so much lower...?".
