I once heard Paul Hewitt give a good explanation why UV light cannot pass through glass.  It is a powerful burst of energy, and gives the atoms in the glass such a wallop that they bump against one another, which dampens any wave motions that might form.  It seems to make sense.  UV radiation is too strong to pass through solids.  I've also heard that there are different frequencies of UV light, UV-A and UV-B, and that some UV does get through glass.
