Greetings Raleigh:

The toxicity would depend on what kind of oil they used to create the
suspension. Chances are that it is non-toxic and may be nothing more than a
highly refined petroleum based oil. At the worst they might use butyl
pathaolate. All that is required is that the fluid suspend the fine
particles of nickel-iron alloy. Remembering that under some circumstances
Nickel can be toxic (Iron too for that matter) then simply taking the normal
precautions of chemical gloves should be enough followed by a good hand
washing. My bet on the low toxicity rides on the fact that all shocks
eventually wear and leak so manufacturers would not likely put out something
that would necessitate a wide recall to stop environment damage.

Now, what are you going to do with the magneto-rheological fluid inside?
Mapping magnetic fields by putting the fluid in the middle between two
plexiglass sheets? Inquiring minds want to know?
