There's an International Sand Collectors society, I think they have a
website. Used to be a member. They ship sand through the mails all
the time and members bring sand back from travel all the time. Last I
heard, there was no problem. They usually are working in small
quantities (film canisters being the preferred unit.) My dad, who is
the world traveler in my family, brings me sand from all his travels.
Again, there's never been a problem.

I'd say it's OK...
