No the astronaut does not regain the time when decelerating.

Paul Hewitt does a good job of tracing the history of pulses sent out by
the astronauts during a relativistic round trip (page 645 et seq in the
8'th ed) . And indeed, as the astronaut returns to earth the pulses pile up
in front of her due to the doppler effect. However the aging of the
astronaut behaves differently than the doppler shift of the pulses and she
indeed does age less than the twin on earth.
